Aboriginal and Torres Strait Islander Education Action Plan 2010–2014 Annual Reports

The National Education Agreement (NEA), a new funding framework for schools, came into effect on 1 January 2009.  The NEA defines Commonwealth, State and Territory roles and responsibilities, objectives, outcomes, performance benchmarks and indicators for reporting.  The Schools Assistance Act 2008 confirms funding for the non-government Catholic and Independent sectors and introduces the same transparency and accountability requirements that apply to government schools.

Within this framework the government and non-government sectors are committed to support the reporting and evaluation activities within and the Aboriginal and Torres Strait Islander Education Action Plan 2010-2014.  The nature of the non-government sectors is such that they do not have authority to report nationally on behalf of their constituent members. The non-government sectors do not operate state and territory or national systems. They will bring best endeavours to this task in collaboration with the relevant State and Territory Governments.

Purpose

The Aboriginal and Torres Strait Islander Education Action Plan 2010 - 2014 (the Plan) identifies 55 national, systemic and local level actions in six priority domains that evidence shows will contribute to improved outcomes in Aboriginal and Torres Strait Islander education.

All parties to the Plan have agreed to a clear line of sight in reporting details of progress made against each action for which they have responsibility.

The Plan requires that a report be compiled annually to record this progress. These Annual Reports will inform Ministers, with responsibility for education portfolios in their respective States and Territories, of progress toward achieving the desired outcomes, targets and performance indicators as set out in the Plan. Each Annual Report will be published on the Ministerial Council for Education, Early Childhood Development and Youth Affairs website.

Structure

The Annual Report will be available on the web and as a downloadable pdf.

Both formats will provide introductory information followed by contextual information. Progress, using 2010 as a base-line year for many of the performance indicators, is then presented with national quantitative data (where appropriate) and qualitative data preceding the information provided by States and Territories. Details reported in the State and Territory pages are cross-sectoral and therefore contain information about both government and non-government schools.
